In short I am of opinion that wireless telegraphy in all ships as defined in paragraph (1) is necessary but the introduction of the Home Act in its entirety is unsuited to our local conditions.

The Home Act governing "boat accommodation for all on board" has been modified in Hongkong not, I would submit, from its being unnecessary, but from the impracticability of placing lifeboats for some 1,200 pedple on a ship of some 3,000 tons gross register.
